Tribute three monsters, wipe the opponent's field and attack for 3000 direct damage.
Cool. Game ending in so many cases. But why isn't that broken?
Today's meta is just so full of stuff which just crack the combo in a million little disadvantageous pieces. First off, negate the summon(Solemn, especially if the have under 6k LP.). Second, destroy the summoned monster (All trap holes, Solemn again). Third, negate the effect (Divine wrath, the such, making a three tribute monster with no effect and 3000 attack). Fourth, negate the attack (Waboku, Threatening) and set defences next turn. Fifth, sync into a Stardust and destroy. Sixth...meta's got enough already!
But, just if, is it possible to build a deck just around that to exploit that effect and protect its heftily-priced summon. The likes of Cold Wave and S/T removal, tribute fodder like Frog and such and such.

I highlighted the part that shows why this card isn't broken. Giving up three of my monsters to kill my opponent's field is not appealing to me. In today's meta if I can swarm the field with three monsters I should pretty much be winning the game and not need Barbaros's second effect. I just don't see a situation where I'd ever want to lose three of my monsters, I'd need to destroy at least three of my opponent's monsters just to break even on the loss I'm taking so if I'm not attacking for game I've probably put myself in a bad position.
This and your other topic are stuff people have LONG since thought about and there are reasons why they're NOT appearing so often.
As said, Tributing 3 monsters to wipe out your opponent's field will usually not be worth it as the field these days is usually up to 4-5 cards at most. 3 separate monsters should be able to win you the Duel easily anyway AND have a combined ATK greater than Barbaros's 3000. You may as well use stuff like Des Croaking, Short Circuit, etc and we already got stuff that does the job just as well or better like DAD, Judgment Dragoon, Demise, etc. Not to mention that the opponent can STILL chain to Barbaros's effect with Bottomless Trap Hole or something so you gave up 3 monsters for 1 to get removed from play.
Of course it's still easy to get out for his effect, but it's just usually not worth all that effort JUST for his 2nd effect that you can get for virtually nothing in other cards.
Barbaros's 1st effect isn't even a Special Summon; just a Normal Summon without having to Tribute in exchange for its ATK turning to 1900. Even that was only good at the time because of Metamorphosis primarily. An easy Level 8 to Tribute for Cyber Twin Dragon, but with Metamorphosis not usable now, that only leaves Skill Drain primarily which, as said, isn't quite effective these days.
I know it doesn't SSummon itself! I just said that its summon was special, as in level 8 guy, no tributes. He's better than Behemoth (A tribute-2000atk) at least. Skill drain, not effective? Cos no-one plays Imperial Customs!
Well then, should've worded it differently as you say "special summon".
Behemoth is still good because it let's you retrieved dead Beasts. And even that 1 Tribute will still let you take back 1 Beast and its 2000 ATK would still put it up higher than Barbaros outside of Skill Drain.
And the reason why Customs of the Imperial Court isn't used is because people don't want to dedicate stuff simply to protect 1 card they're ALREADY relying upon quite a bit for the Deck which makes dead draws more frequent and something they don't want to risk. Not to mention that aside from Skill Drain and maybe Royal Oppression, you're not going to have truckloads of Continuous Traps to protect either. Only Deck that'd have that possibly is a Deck based around Uria.
In fact, I main Imperial Customs for 5 cards: Skill Drain x3 and Iron Wall x2. Thats when I go against a removal deck, or I deck that will side DFissure on round 2. Otherways, Customs resides in my side deck, along with Iron Wall.
It works well against MST and Storm, but Trunade still screws it up occassionally or multiple-use destruction cards like DAD, Judgment Dragoon, etc which is why it is definitely more Sidedeck material or, as said, if you use different multiple Continuous Trap Cards in the Deck.
