Lately, I was thinking on how to resolve this situation:
Casual duel on YVD, with CyberMachinas vs AntiMeta.
Around 5th turn, I managed to summon Gearframe in the face of a Chaos Sorceror and a face-down card (Ryko, who knows?). I searched Fortress. I had a CoTH set and ready, but I knew that if I didn't make it this turn, I would lose (he had DAD or other big play waiting in hand) with my 1200 lp left.
On 6th Turn (I didn't attack, he removed my Gearframe) I had the choice: Leave CoTH for a later big push (When my Fortress dies or something) or get...one of the two cyber dragons in the grave (failed cyber twin Future Fusion). The I thought: Why don't I do this=
Battle Fader + Fortress=Get fortress
Green Gadget Normal Summon=Get Red
Use Red Gadget for second Fortress in hand
CoTH on Cyber Dragon
Send all to grave for CYBER FORTRESS DRAGON with 3k attack.
Limiter Removal for 6k Attack
Hit Chaos Sorc for game.
So whaddaya think about fortress?
Good: OTK potential, can steal opponent's machines, easy to summon.
Bad: Instant Field Disadvantage, opponent can steal it knowing how many monarch players use Cydra, its a special summon so can easily be negated by oppression that everyone runs now.....

To answer yur 2nd question about CFD, if u set up properly against oppression and switching, then yur in very good shape. Also, Zaq is right bout CFD being a major part of Cyber Dragon-based decks.
Its pretty true. At my regionals this past weekend that was the hot card of the day. Everyone was scrambling to get them. I managed to get one, but no one else in the entire regional was willing to trade them, or was begging for more.
Finding room in the extra deck for a few decks might be a slight problem, but not impossible. Otherwise I think 1 is almost staple now. Fortress Dragon makes Cyber Dragon a naturally splashable out to Machine based decks, unlike some other cards like System Down and Acid Rain. And with Machina and Gadgets getting alot of attention, it seems like CFD is a must.
It definitely doesn't hurt to have 1 if only for an emergency, but it's power is a lot less than it was when it first came out, when Machines were much more abundant in other Decks besides just themselves.
Priority...
Imagine you special summon CyDra, followed by normal summoning say a gadget...I immediately send both to the grave for a CFD, but my opponent decides to do the same...who gets it?
Yeah, though sometimes, as with any big card there are times where I really just don't need it. Then, if need be or possible, I switch it out for something that fits better.
Eh, I wouldn't exactly say it's "staple" in every sense of the word. It depends how many Decks actually start just throwing in 2 Cyber Dragon which, from what I've seen, has yet to REALLY catch on. Even then, that's 1 monster to use, so unless there are several more Machines the opponent will be using in their Deck, then chances are that you'll still be using stuff more often than stealing the opponent's.

Yeah, who thought we would see that day :p that not everyone is running the maximum allotted number of cydra's :p And now they are actually good in everything :p
Cyber Dragon IS decent for some other uses like a Level 5 monster for Synchros and a beatstick, but in terms of relying on it for Chimeratech Fortress Dragon...not so much to me. Especially if you're looking for your opponent's to steal it. And when you consider other people will also know that use, that lessens the chances of it at least staying out long enough to be stolen.
Relying? Not at all!
Its more a scare factor against Madget players...they lose AGGD and say Gearframe, I get a 3k beatstick for a direct. And who cares if they D.Prison or bottomless it? I just got a +2, and have yet to get a normal summon on!
But like I said, you're relying on Chimeratech (and roughly Cyber Dragon) in really only certain situations where it probably wouldn't do you very much good in others. You won't always get a big advantage using it though. Not unless you LET your opponent get out a field of 2+ Machines which, by then, could end up hurting you more than you hurt them by using it.
