If I use eccentric boy to special summon black rose dragon, can I use XX-Saber Boggart Knight from my hand to do so ? Boggarts effect states that it cannot be used as synchro material for anything other than synchro summoning Saber synchros. But since its in the hand, would its effect apply ?

From what I've read on other rulings for similar things (Eccentric Boy itself, Debris Dragon, Quick Synchron, etc), such text is NOT considered an "effect", but a condition of the card itself, so they will always be applied no matter where they are.


The text "If this card is used as a Synchro Material Monster, the other Synchro Material Monsters must be 1 monster in your hand." of "Eccentric Boy" is not treated as the effect of an Effect Monster.

"This card can only be used as a Synchro Material Monster..." is not treated as an effect. It cannot be negated by "Skill Drain".

The text "This card cannot be used as a Synchro Material Monster, except for the Synchro Summon of a Dragon-Type Synchro Monster. The other Synchro Material Monster(s) cannot be Level 4." of "Debris Dragon" is not treated as an effect, so if "Neo-Spacian Dark Panther" or "Phantom of Chaos" copies "Debris Dragon", then you do not apply this text. Thus, if "Neo-Spacian Dark Panther" copies "Debris Dragon", then you can use it for the Synchro Summon of a non-Dragon-Type Synchro Monster, and the other Synchro Material Monsters may be Level 4.
