if i have shogun up and oppoenent plays heavy storm when i have 3 set m/t and i chain road can they not activate another spell trap or can they? wondering because road says negate the effect and destroy that card where solemn bribe my body ect. say they negate at activation

Yes, they can't activate another (as in new) Magic or Trap Card since Starlight Road negated the effect and not the activation itself;

* The second effect of this card only restricts the activation of new cards. It does not restrict the number of times that the effects of face-up Continuous Spell and Trap Cards can be used.

cool thanks and one more thing, this guy told me he can use mbaas on oppression if the monster is on the field already.

Heres the scenario: opponent has substitoad face up summons a dupe frog and uses substitoad to tribute dupe frog, i chain oppression and he uses mbaas. does that work?

In the case of Substitoad, it WILL work because Royal Oppression would destroy Substitoad while it's on the field (as it's negating and destroying it since it's an effect that Special Summons, and Substitoad's Special Summon isn't a Continuous Effect).

It only won't work in the case of things like...

Royal Oppression: If "Royal Oppression" is activated to negate the Special Summon of a monster - like "Dark Armed Dragon" - from the hand, the monster is not considered to be on the field, so "My Body as a Shield" cannot be activated.
