Inu what are the current rules on shuffling? randomization? I believe I'm up to date but want to make sure.
My current understanding is that the opponent gets the last cut?
I know you asked Inu but I found this so I might as well answer. This is what I has been explained to me. When shuffling its is understood that you don't try to look at the opponents deck. Looking at the opponents deck to get information on what they are playing is considered getting unfair advantage. Although I don't think there is a official rule against this, every judge I have spoken too has said the same thing.
As far as cutting goes, you get the last cut of your opponents deck. If they re-suffle the deck or cut it, you are allowed to shuffle/cut the deck again.
I have looked online now for the last 20 min to find official shuffling rules but can't find them. I am just going off of what I have been told by judges in my area.
I'm going to have to dig it up then. It's got to be on konami's magical labyrinth of a website. It may have been a supplement to tournament policy.
Dear Santa:
For Christmas I want a central official konami judges forum that incorporates netrep and wikia rulings info.
bc the konami facebook forum is epic failness and is disappoint.

Randomization:
Whenever a Deck needs to be shuffled, players should follow these four steps.
· The owner of the Deck should thoroughly randomize it, using at least two different shuffling techniques.
This process should be thorough, but quick enough so as not to interfere with game play. A player should
not need to spend more than 30 seconds to shuffle during a game, and three minutes between games.
· The Deck should then be presented to the opponent for further shuffling. The opponent should not take
longer than ten seconds during a game, or one minute between games, to randomize the Deck.
· The Deck should then be returned to the owner for a single cut.
· The opponent will then be given the right to a final cut of the Deck. The Deck’s owner may not randomize
the deck any further once the opponent has made the final randomization.
Randomization of a Deck should always be done with the Deck face-down, parallel to the play surface. Neither
player should ever be able to see any of the faces of the cards being randomized.
That's straight from the tournament policy document. I agree though. Their instructions have changed over time too. This is the most current as far as I know.
I have an unrelated question. Has there ever been a time in Yugioh when we could simply add cards from the side deck to the deck between duels or has it always been that cards can only be exchanged? It seems I recall that in the past you could add cards from side to main.
Well, considering the question even needs to be asked, it doesn't seem like everyone follows it x_x.
And, as far as I remember, if you ever move cards from the Side Deck to the Main Deck, you always had to put something from your Main Deck back into the Side Deck to keep the number of cards in the Side Deck the same as how you originally had it.
