VERY old question answered many times over the years;
If a monster says...
"This card cannot be Normal Summoned or Set. This card can only be Special Summoned by..."
...then that makes that monster a Special Summon-only monster.
This means the only way to initially Special Summon it is by the method printed on the card, barring any other specific restrictions it may have placed on it. After it is properly Special Summoned and then it is sent from the field to the Graveyard or removed from play, you can Special Summon it back with other card effects unless, again, certain restrictions say otherwise (on the card itself or other effects, like XY, YZ, XZ, and XYZ specifically prohibit themselves from being Special Summoned from the Graveyard).
Of course, if it gets returned to your hand or Deck, then you will have to properly Special Summon it again and won't be able to use other effects if it gets sent from your hand or Deck to the Graveyard, or removed from play.
The only exceptions to these rules is if a card effect performing the Special Summon either treats the Special Summon as the same type of Special Summon requirement on that monster OR the effect ignores (any and all) the Summoning conditions.
Chaos Sorcerer falls under that criteria.
If a monster says...
"<This card cannot be Normal Summoned or Set.> This card cannot be Special Summoned except by..."
...then that monster is a Nomi monster.
This means that the only way to Special Summon the monster at all is by the method printed on the card, barring any other specific restrictions it may have placed on it. Even if you properly Special Summon it and it is sent from the field to the Graveyard or removed from play, you cannot use other card effects to Special Summon it back.
Of course, if it gets returned to your hand or Deck, then you will have to properly Special Summon it again and won't be able to use other effects if it gets sent from your hand or Deck to the Graveyard, or removed from play.
The only exceptions to these rules is if a card effect performing the Special Summon either treats the Special Summon as the same type of Special Summon requirement on that monster OR the effect ignores (any and all) the Summoning conditions. (Note that even if it merely ignores the Summoning the conditions, like Level Modulation for LV monsters, you'd still have to have properly Special Summoned the Nomi monster beforehand like a Special Summon-only monster.)
