Power Bond: Send, from your hand or your side of the field to the Graveyard, Fusion Material Monsters that are listed on a Machine-Type Fusion Monster Card, and Special Summon that Fusion Monster from your Extra Deck. (This Special Summon is treated as a Fusion Summon). The Special Summoned monster gains ATK equal to its original ATK. During the End Phase of this turn, the player who activated this card takes damage equal to the original ATK of the Special Summoned monster.
Heres my question: Is the damage that this card inflicts effect damage and can it be negated by Cyber Kirin?
No, I'm pretty sure you couldn't do that. Because the damage is actually a cost of using the card. It's the same thing as Graverobber. If you use the spell from Graverobber and take the lp damage, you can't negate since it's not effect damage. Also the damage happens at a much later time then the activation. Again not 100% sure, but I'm pretty confident.

Anyway, the answer is yes, the damage can be reduced to 0 by Cyber Giraffe. (That's really the primary purpose of its use, as shown in the anime.)
If there is already a "blanket" or Continuous Effect already in play (like Cyber Giraffe being activated during your Main Phase 1 or 2, or Prime Material Dragon being face-up on the field, and so on), then those will be able to override Power Bond's and Graverobber's damage.
You simply can't try to chain things like Barrel Behind the Door, Trap of Board Eraser, Curse of Pain, etc to it as the damage does not take place until the resolution of the card (when you actually use the Magic Card or during the End Phase of the turn you use Power Bond), at which point, it's too late to try to chain anything.
Ok, thanks for clarifying that. I guess I may have been confused as to when Cyber Kirin would have worn off. Since it doesn't say "Until the End Phase," that makes sense now. Still though, I wonder if it would have been a different issue if it had been that wording in there.
