My attack posistion Bounder gets attacked by Goyo, my opp takes 2800, I take 1100 but can he then spec.summon Bounder to his field?

I'm going by the Bounder Time Machine ruling and saying he can't. Am I correct?

...so no, no Special Summoning via Goyou Guardian. Not unless Forbidden Chalice or something was used on it beforehand.
