i am confused by part of the description of the mind control power. specifically where it says "this character takes 1 click of damage for each hundred points of the target's point value..." who is taking the 1 click? the character who is being mind controlled or the character who used the power?

Whenever the rules or PAC refers to "this character", it means the character using the power.
