So guys i came across with a thread here about implant channel... So my question is can i still use implant channel even if stormwall is active since it's a special action?

I think Stormwall would prevent the attack, because the relic prevents ranged combat attacks, not ranged combat actions; and Implant Channel is a special action that permits a ranged combat attack. Compare that relic to Storm Gale which precludes ranged combat actions.
