I'm relatively sure this been answered with other powers but, I'm drawing a blank.

When Superman succeeds at leadership, can he give a bonus to character that has no action token, or does "instead" mean that he actually has to able to remove an existing token and give the character the bonus instead.

SMP must remove a token from a character in order for that character to get the +1 to combat values
