As a defector he lets your entire starfleet team have improved targeting, thats amazing. On a Romulan team, FREE TK on opponents is also decent. They come to base you, you send em away. His values are a bit low though for 60 points. I'd say hes great for Starfleet but there are better options for Romulan teams.
