While we are getting the umpteenth version of Superman and Batman, there are still oh so many more or less popular characters out there that are still waiting impatiently for their Heroclix debut. In this edition of Unclixed, it's one of the superpowered saviors, Gotham Girl!
A long time ago, two parents were killed in an alley of Gotham City. No, not the Waynes. Henry and Mary Clover died in a mugging. Their children, Henry Jr. and Claire swearing that this would never happen to others ever again. They would grow up and make a bargain that gave them incredible super powers that would allow them to protect people as Gotham and Gotham Girl.
Of course, this brought them into direct contact with Batman. Seeing potential in the duo, Batman would take them both under his wing, like many other partners he'd had before. Unfortunately, the process that gave Claire and Henry Jr. their trauma and powers did not make them the most stable and they soon started clashing with Batman.
Batman soon found out that their powers were killing them. The more they used them, the closer they would come to death. And when Henry went over the edge, he died fighting the Justice League. Batman swore to help Gotham Girl and find a cure, but not before she attacked the Flash museum.
After Batman and Flash subdued her, Gotham Girl most recently turned up as Thomas Wayne's ally policing Gotham under Bane's rule. And as it turned out, Bane being one of the people responsible for Claire and her brother getting their powers.
Why clix her Claire and her brother are some major players in Tom King's run on Batman. Even as a focal point in "The Price", the divide between Batman and Flash that may very well split further during Snyder and Tynion's Justice League run and the Year of The Villain event. Why make her first? She's still alive. More appearances.
Who would she play with? The Batman Family, Gotham City keywords would make sense. And currently, she'd work with Batman (Thomas Wayne version), Bane and all his subordinates that took over as the police in Gotham City.
What would her dial look like? Since they're analogues for Supergirl and Superman, Gotham Girl would have Hypersonic Speed, Super Strength, a damage reducer bigger than Toughness. Maybe a combo of Running Shot and Penetrating/Psychic Blast or Precision Strike. Possibly Ranged/Close Combat Expert. A 200+ point brutal and ugly beatstick dial.

My opinion on King's run is still out, but I would love a Gotham Girl. I think the easiest way to fix her wavering loyalties would be to give her a trait similar to the Jessica Jones from What If? and allow her to gain all the keywords of a friendly character named Batman. Maybe naturally giver her Gotham City Underworld to pair her with Bane.
I haven't read this run, but Gotham Girl looks interesting and flyers are always welcome on either the Batman Family or Gotham Underworld side of the Gotham equation.
And anyone who can put Captain Atom down is pretty serious business in the power department.
Is she mentally unstable, or just easily swayed?

Her mind was controlled by psycho pirate I believe. that'll #### with even the sanest people.
You could take any random player from the game and listen to their complaints. You could change everything to be exactly how they asked. At the end of the day they'd spend an hour complaining about pandering while pissed off that they have nothing left to complain about.
I always had an idea where Gotham could have an ability like the Bane from Joker's Wild where you could go +1s or +2s but take that much damage later. but with the addition where anywhere on his dial, you could make him go +3s but he's instantly KO'd after going +3s as in pushing himself too hard.
Gotham Girl could have a similar concept as well.

Can you please direct me to the comic when this happened? I read the start of the run in Batman Rebirth and in that arc the parents were alive because Batman saved them and her brother from the mugging. I can't find the retcon reference.

No, you're right. I conflated their alley mugging with their death later in the arc in issue #4. No retcons in the comics.
Talking about unclixed characters, I'd love to see the different versions of the Justice League in the Multiverse. I see them in different storylines, but they are unclixed.
