When any Batman would be targeted? Or only when the Batman with this power would be targeted?

Generally speaking, the character name applies to that specific character, so it only applies to the Batman with this power. If it applied to any character named Batman it would read "When a character named Batman would be targetedby an opposing character's attack...".
