I dont play long time but sinse the last time what I play. If the character in cage is in indor the character is F... Just he can broke the "wall" cage but can't move expect of course for if yoy have Hypersonic speed and made 3 or mode damage (Flash can brake the wall but cant move, BTW that is stupid why Flash dont have phasing , in outdoor the character can fly away the barrier.
I think the only type of Character that can get out of that is a Phase/Teleport. I think Leap/Climb has an exception to get out of it, but I personally don't think they should.

I've read flyers have to go into soaring to get out, I've read LCrs can and can't. I know Phasers can.
A little more rational supported answers would be much appreciated.

grounded barrier does not block LOF from two elevated figs. Basically the height of a barrier is equal to or less then the height of a building. Since leap/climb and hovering can go from the ground to the top of a building without stairs they can easily hover or leap/climb over a barrier. The thing is they are not allow to stop on a barrier which i think is kind of stupid.

DiceShooter is right on the money. Leap/climb orginally had an error that they could not ignore outdoor blocking terrain on movement (yet they could end their move on regular outdoor blocking terrain) but it was fixed in the FAQ. Hovering has the same error (fails to mention ignoring blocking terrain but talks about how hovering figure can actually move onto and stop on blocking terrain) but it is going to be fixed (or so I've been told).

but heretic asian's comment about the blocking terrain not blockin lof for elevated figs does not stand to reason (unless I overlooked a faq entry-very possible) because lof from elevation is onlly good if it does not pass through ANY blocking terrain NOT occupied by the figure looking down. Since you can't stand on barriers this is impossible.

I think Heretic's comment was that an elevated figure attacking another elevated figure (on a different building) is not effected by grounded terrain (including barriers). That is correct. If the elevated figure was attacking a grounded figure then the grounded blocking terrain in between would block LOF. Although it wasn't really relevant to the question.
And fliers can stop on barriers.

another quick question: Does blocking terrain(Barriers) block LOS to from a character in soaring. I know no one uses soaring, but im jus wondering, cuz i was thinking bout using Iceman in soaring since he can use his full range of barrier.

This quote from page 3 of the General FAQ answers at least part of it:
"Add the following to the end of the first paragraph under Soaring, page 14: “Lines of Fire drawn to soaring characters from grounded characters are not blocked by blocking terrain.”"
I would also say that since blocking terrain does not block LOF to soaring characters then it doesn't block LOF from soaring either.
