Capture ability - Krampus

So question, is the Capture ability still a thing, or is that under "Past Rules"?

If so, any suggested fixes or fan modifications for him? I was thinking give him B/C/F for his attack SP, so that way he has SOME slim chance at defending himself. Thoughts?

IIRC Krampus is the news character the capture ability and it listed under past rules in the Comprehensive Rule Book.
So not it has had any rules for the 2017 rule change.
