Why is "Outwit at no cost" included in the second option? Shouldn't the power just read "Outwit - or - FREE: Choose an opposing character within range blah blah blah."

I will be honest, I'm completely stumped here. I thought it might be to get around characters who lock down FREE actions, there are a few of those, but it still requires a FREE action to get the ability in the first place.
Additionally, the rules have changed such that this power now actually reads:
"TIME TO PREPARE FOR WAR: Outwit -or- FREE: Choose one to last until your next turn: Outwit as FREE -or- Choose an opposing character within range and line of fire. That character can't use PROTECTED: Outwit or Protected: Outwit."
Which really is just completely pointless. Unless you need to stack FREE actions for some reason (maybe you really want Mirror Geordi to punish you), there is no reason to have it nested like that.
I have no idea why his power is worded that way, even when "at no cost" was a thing. Unless he really hates Booker and Liz...
I'm open to any ideas, but this really just seems like another one of those things that doesn't make sense and probably won't.

That must have been added after my answering of this question on the 13th then. I looked for exactly this errata multiple times through their entire rules forum. Glad they decided to deal with it.

Edit: I want to note here for posterity that my original reply was on 05/12/2022, and the errata was published on 05/13/2022. Probably a coincidence, but interesting to note.
