Hello, I was wondering if Prime Giganta’s (WW80037b) retaliation power and quake could be used together. The powers are as follows:

GIANT RETALIATION: WHEN TITANS AWAKE!: POWER: Choose an opposing character that attacked a friendly character or that was attacked by a friendly character named Wonder Woman since your last turn. Place Giganta such that she can make a close attack targeting the chosen character, then do so.

KNOCK THEM OFF THEIR FEET: Quake. When Giganta uses it targeting 2+ characters she deals her printed damage value to each hit character and after resolutions give each hit character an action token.

Now, as I understand, quake can be used to target all adjacent characters during a close attack.

Quake: When this character makes a close attack, they may target all adjacent opposing characters. If they do, they gain KNOCKBACK (for this attack) and deal each hit character 2 damage instead of normal damage.

The giant retaliation reads as if she can only target that specific character which fulfilled the giant retaliation requirements, would she be able to use her special quake to deal printed damage to all adjacent characters and give them an action token? Or can she only attack that specific character.

Yes, she can use Quake. It's a close attack.

The power does not say she can only attack the chosen character, just that she needs to be placed in a way that when she attacks she can attack the chosen character.
