Okay heard Quicksilver was insanely fast in the comic 'Quicksilver: No Surrender' to the point time was like frozen for him for months, or so I heard.

Since this is one of the few sites I actually trust, anyone read this comic series able to confirm how fast was Quicksilver? Most importantly is this now his regular level of power or is it as I suspect which it was a one time special event where his powers shot up from it, but returned back to normal afterwards and he can't repeat those circumstances ever again.

I found the pages in question - and his narration says that when this happens, his speed is being amplified by Wanda's magic, so I would hazard to say that he's incapable of it normally, and this is a one-time thing.
