This guy reminds me of how I never got to use my Thunderbolts team in a modern tournament (yay COVID). Regardless, in modern games this guy will replace Trickshot on that team, that attack power is pretty useful for always ensuring some damage. In silver age games however I'll stick with Trickshot, his trait synergises with the team to much for me to not want, as well as a fun attack power to protect allies with longer range (Hawkeye with less than 7 range? ew).
