OUTWIT FREE: Minimum range 6. Choose a target opposing character within range and line of fire and then choose one: any standard power -or- a special power printed on the target’s card. The target can’t use the chosen power until your next turn.
My question is: Is a trait a special power that can be shut down using Outwit? Does rally can be shut down with outwit?Does the same goes with improved targeting and improved movement?
Outwit can’t target traits of any kind.
It can shutdown any power or powers as long as they don’t have protected outwit or safeguard outwit.
If a special power has more then one power then it shuts down all of them.
18.1 Standard Powers
Standard Powers are listed in the Powers and Abilities Card (PAC). Standard powers have a corresponding-colored square printed on the combat dial and are of the same combat type (speed, attack, defense, or damage) as the combat value they surround. Standard powers may be granted by name through other powers or abilities and in that case there would not be a corresponding colored square.
18.2 Special Powers
Special Powers are described on a character’s card. Special powers have a corresponding, black- bordered white square and are of the same combat type (speed, attack, defense, or damage) as the combat value they surround. Special powers may alter the way in which a standard power works. Special powers only alter the standard power by those specified effects, and all other parts of the standard power are unchanged.
None of the things you listed are standard or special powers. Note that traits and Rally may grant standard powers. You could choose a power a traits grant, but they still would be able to use others parts of the trait.
Example: a character has a trait that says “Super Senses. This character takes no damage from close attacks.” You could Outwit Super Senses since it is a standard power listed on the PAC, but they still would be able to use the other part of the trait.
Trait abilities (also called traits) are indicated by a star symbol on the figure’s base. They typically grant standard powers and other effects that a character always has access to. They are explained on the character card next to a trait star. They are “always on”, but usually only apply to specific situations.
So the traits do grant standard powers which can then be outwitted.
Speaking of Outwit , I heard that the new rules will shorten the effect to a 4 range for characters that have the power and a 0 range .
Can anyone confirm this ?

Any standard power that had a minimum range of 6 is being changed to a minimum range of 4:

Barrier, Force Blast, Mind Control, Probability Control, Perplex, and Outwit fall into this category, and have received no changes other than an adjustment to their minimum range.
Also includes Telekinesis and Smoke Cloud, which have other changes so they’re not mentioned in the quote above.
whats really confusing me about the current wording for outwit is that it seems to be stating that you can outwit any power on the characters card regardless of whether its currently showing on the dial or not?

You choose a standard power (any standard power, even if it is not printed on the character's card) or a special power that is printed on the character's card.
Neither has to be showing on the dial.
It has been some since.. 2017 I think. Ever, since they replaced, countered with "can't use".

Another Outwit issue came up in the last game I played:
Can you outwit a standard power that a special power grants without outwitting the special power itself?
It seems like you don’t have to outwit the entire special power.
And if you do outwit a special power that grants a standard power that standard power is outwitted if it shows up on the dial on its own later?

Yes, you don’t have to choose to Outwit a special power. You may Outwit a standard power and that character then can’t use that standard power regardless of source.
If you do Outwit the whole thing, the special power itself is outwitted, not the standard power it grants so if it appears later as a standard power or is able to be used through, say, a team ability it’s still in use.
At least, that’s what I gathered back when I asked about prime Donna Troy when the 2020 rules dropped.

Free action rule says: CAN’T activate the same effect more than once per turn
Is it PER character or that specific effect granted by a free action for example outwit, sidestep, etc. can only be used once per turn by your team?

PER character.
A charter can use a FREE action to activate the same effect more then once a turn.
