To what extent are modded figures legal, if at all? The advent of legacy cards is making me find a lot of old, modded pieces that technically are the piece, but do not have the same sculpt.

Custom/Modified Game Element Sculpts: Players may not use custom or modified sculpts for their game elements. All game element sculpts must be their original sculpts and must be the correct sculpt for their combat dial. Players may use custom action tokens and custom items for generated game elements (markers, bystanders, etc.). The tournament staff may, at their discretion, forbid custom action tokens or items that are potentially offensive or excessively confusing.
Custom Painted Game Element Sculpts: Players may custom paint their game element sculpts and use them in tournaments without needing an opponent’s approval. This includes the painting of pre-painted sculpts and unpainted sculpts. The tournament staff may, at their discretion, forbid custom paints that are potentially offensive or excessively confusing.
That said: Some Venues still follow an older version of the mod rule, where players could bring a modified figure but they must have an unmodified copy of the figure, and play that should their opponent request.
I'd echo what Raven said. If you've got an older click that you've done some work on, talk to your judge, but have a backup available if possible.
90% of the time it's no issue, especially when you can say "This is Superman, it's still Superman, I just gave him a ripped up cape, Cap's Shield, and Mjolnir, so he's the front cover of Avengers/JLA #4." But if you take a Superman dial, rip off the man of steel, and put a Henchman on it instead? That's an issue.

Some other people just like moving their favorite sculpt of a certain character around, which can be super confusing. One guy at my LGS (who hasn't played in years) put magnets on all his Wolverines so he could do that all the time.

I did that to Captian Cold (since the superpowered Cold dial was good but I just don't think Snart without a Cold gun) and Waller (since a thin Wall doesn't work for me).
I remember a guy used to swap out the dials of characters back in the day. I still remember when I figured it out. I went home and clicked through my Critical Mass Rhino figure and was ":O that sonuvaaaa....". He swapped the rookie with the experienced or veteran. I started memorizing dials on the old HC website after that incident.

Thin Waller is an abomination. The guy at my venue was always upfront, but it could still get confusing. It might work better now in the age of cards on dials.
