He can deal 12 damage, in one turn, no sweat. HSS, drop the water terrain marker, follow up with Flurry.

He can do 32 damage, in three turns, if his target is in water.

EDIT: make that 40 (Flurry twice as CLOSE; Flurry thrice as FREE).

He can actually do 16 damage, 16 damage, and then 8 damage in 3 turns. Give him a sword (light of galador seems very nice for healing).

Haha. Yeah, you're right. I didn't even realize that he could also use Flurry as a CLOSE *and* FREE. So 40. Wow.
