Charge Flurry // Opposing characters can't be given more than one FREE action per turn

Hello Rules Refs,

I was wondering if this means each character can only do 1 extra free action per turn or if it is the entire team of opponents that get only 1 free action amonst all the opponents total. Which one is it?

( I want to say it is the first case but I just want to make sure I read it right)
