Initial Bet: Doomsday.
They say the best weapon is one you never have to fire. I respectfully disagree. I prefer the weapon you only have to fire once. That's how Dad did it, that's how America does it, and it's worked out pretty well so far." Robert Downey/Tony Stark
This is a tough one, but I think Darkseid takes it. The higher values stick around longer plus the prob helps, and the psychic blast plus the unavoidable from using an object give him a way to rush doomsday down at the end - once doomsday is off the invincible, Darkseid can make quick work of him.
That said, even with protection from penetrating, that first hit on Darkseid is going to be a big wallop. This one is definitely a dice and luck game for doomsday, with a little more strategy involved for Darkseid.
Doomsday essentially starts the game on click 3 - Darkseid can sidestep away from him dropping a terrain marker, then shoot the terrain marker to deal 2 unavoidable right out the gate. With the right positioning, he can do that 3x with all his terrain markers.
Money's on Doomsday. He'll likely get the first hit in and if that Impervious doesn't land Darkseid eats 5 damage. It can be even more if he has an object held. Giant on Doomsday means he gets more chances to attack. Sure, Darkseid can do it all over again via resurrection, but the question then becomes, can Darkseid get through those steal energy and impervious clicks at the end.
Darkseid. Doomsday has no way to guarantee damage. In theory Darkseid can just tag him from STOP to STOP.

Actually, Doomsday has an edge there, with an 11 square swing (full move and then CLOSE) compared to 10 for Darkseid (sidestep + 8 range). The map would play a role, since Darkseid has IT: Destroy blocking while Doomsday would be serious disadvantaged on an indoor map with a lot of blocking.

I don't see Darkseid's terrain marker destruction coming into play much. I don't think objects count as terrain markers so Doomsday doesn't have to place anything Darkseid can use against him. Darkseid only has super strength halfway down. I suppose if Darkseid gets hit he can grab the terrain marker he's camping by, but it'll have to be next turn that he can put it down next to Doomsday to attack it.

Yes, objects are terrain markers. That means that if darkseid places an object next to doomsday with sidestep then destroys it, doomsday takes two unavoidable right through the stop clicks. If darkseid picks up a terrain marker next to doomsday and hits him with it, he takes two unavoidable after getting hit.
However...
"square that terrain marker last occupied" -Darkseid trait
Last I remember objects being held are considered off the map, though. Been awhile.
This is correct.

17.7 Holding Terrain Markers (including Objects)
A character can hold only one terrain marker (including objects) at a time. When a terrain marker is held by a character, it is considered off the map and can only be affected by effects that specify held objects or terrain markers, or by effects that reference that specific marker (such as Barrier removing the markers it generates at the start of the next turn). It is not in the square the character occupies and it is not adjacent to the character holding it, though if that terrain marker has any special effects it considers itself to occupy any squares of the character holding it for the purposes of those effects.
[...]
If a held marker is removed from the game, the character that was holding it is no longer considered to be holding a terrain marker.
I'm not sure if Jaguar is right about getting the two unavoidable by destroying a terrain marker in a terrain attack.

This is definitely a weirdo. If Darkseid picks up a terrain marker in square A1 on turn 1, carries it around for a while, then destroys it a few turns later, I would think that the "square the terrain marker last occupied" is still A1, regardless of where it gets destroyed. Which is kinda annoying to keep track of.

I think that's more likely and in keeping with the wording than getting the damage automatically when using ia terrain marker in an attack. But yeah, it'd be awful to keep track of; I wouldn't be shocked to see an errata or clarification on it.

I'd need to see the power quoted but if he's carrying terrain around for a while, he would have 2 options:
1. use it in a CLOSE or RANGE terrain action: it is destroyed and the trait never effects.
2. He has to put it down adjacent. Destroys it. Trait effects, using the most recent square (not A1 at this point).
Otherwise, the wording needs errata as I can't imagine "remember every square ever" being the intention of the power; that's bat$$$$ crazy.
