Question: In Modern (as well as any format that restricts the use of non-Modern game elements), is prime Madame Xanadu restricted to only using the Tarot cards that come with her (at least until other modern legal Tarot cards appear)?
I'm assuming she's basically stuck using only those cards in the restricted formats.
Seemingly relevant information follows.
Per the 2024 rotation, these sets (among others) will rotate out of Modern:
Marvel HeroClix: X of Swords
Marvel HeroClix: X of Swords Storyline Organized Play
"All elements" rotate out with them.
There is another update regarding Tarot decks,

Next, at the time of the 2024 rotation, we will be making an update the the rules for Tarot cards. In order for Tarot cards to be included on a force, a character on that force must have the Tarot keyword printed on their card. The following characters will be errata’d to have the Tarot keyword considered printed as of September 16, 2024:

I'm half-surprised, half-not-surprised that the non-prime Madame Xanadu didn't also get the Tarot keyword. The Tarot cards were a neat idea as a collectable, but I don't think they were particularly well-considered. Had they been restricted to teams with the Tarot keyword it probably would have been better for the game, but then I don't know if there would have been as much interest in them.
The rules update makes it clear that the cards with different backs cannot have the backs be visible.
You cited all the information we have about modern Tarot, so you answered your own question, seems like. Prime Xanadu just has those six cards to use in Modern.
With the information in hand, it definitely seems like the Tarot cards are now a sort of ¯\_(ツ)_/¯ game element. There are only a handful of figures which could even allow them to be used (most are outside of Modern), and the prime Xanadu doesn't really include any information on what the cards are, that the figure should actually come with a deck, or how the deck works.
I can't imagine WK including any more DC-branded Tarot cards (or should I write: cards that share the same back-pattern as those from MoT).
It really makes Xanadu even more interesting in modern, in that the anti-opponent tarot tech is not really present. I do wonder if she'll be a desirable silver age pick though given that she enables you to use a tarot deck and also messes with opponents should they use any of the other tarot characters. Kind of a gamble for your prime slot though unless you really have a use for a specific tarot card.
I don't think the prime Xanadu is a particularly good use of a prime in Modern, but since she can run with a 5-card deck (assuming one of the two Major Arcana doesn't suit your purposes) and has a 50-50 chance to keep one of her Tarot cards in play I can imagine that she could have some off-the-wall uses for certain teams.
The 6-card selection of her deck isn't terrible, but I think it would take some effort (and/or degenerate force-building using dupes) to reliably get the deck to work in your favor... at least in 300 point games. The deck feels to me like if a player was building some sort of Mystical team (particularly a Justice League Dark team) then it is likely that each of the cards in the prime Xanadu's deck would do something for at least one the figures on the force.
I suppose I don't really mind how this has shaken out (with the timing), yet I am somewhat bummed that this specific (freshly released) character has such limited options.
