Perhaps it's me not having been in the game a minute, but could someone explain how this works?

I've seen people say it deals 3 penetrating damage per square placed (so like one character could be dealt massive damage?)

But then unread things like batmans ability here

"MY FIRE IS SAVED FOR FOES WHO'VE EARNED IT: Smoke Cloud as FREE, but only to generate 2 markers. When Batman uses it, if he didn't begin the turn on the map, after resolutions deal 1 penetrating damage to opposing characters occupying those Smoke markers"

With similar wording but it deals one?

It doesn't stack it's just a static 3 penetrating damage, but, you can choose a square for every characters in your KO area (looking at you 0 point bystanders ).

It only deals 1 penetrating damage, once again it will not stack. It's still good, free penetrating damage that doesn't require rolling dice can never miss. You can always play 2 different swapping Batmans and do it every turn. Results may very.

I didn't think it would stack, but the way it was being described is that King Jefferson's power creates multiple squares that trigger individually causing multiple instances of 3 penetrating damage.
