Broadsword Construct and Single Target Pulse Wave?
Blades/Claws/Fangs: When this character makes a close attack against a single target and hits, you may roll a d6. If you do, deal damage equal to the result instead of normal damage. Minimum result is this character’s printed damage value –1.
Pulse Wave: RANGE: Range 4, Improved Targeting: Characters, Adjacent. Other characters within range can’t use powers or abilities. Make a range attack targeting all other characters within range and line of fire, including at least one opposing character, using printed defense values for each targeted character. Each hit character is dealt 1 damage instead of normal damage.
12.4c, second half: If multiple effects that do something “instead of normal damage” would apply, the controller of the attacking character chooses one to apply and the others are ignored. That player may only choose an optional “instead of normal damage” effect if all the “instead of normal damage” effects that would apply are optional.

Assume a character has the Broadsword Construct equipped, is able to use the ranged version of Blades it provides, and targets only a single opposing character with Pulse Wave. What happens to the damage that can be dealt?
I am ASSUMING that since the choice of Blades includes "may roll a d6" in its text that a player cannot declare Pulse Wave and then opt to use the d6 roll for damage instead of the 1 damage Pulse Wave provides.
Is this correct? If not, why not? The second half of 12.4c is particularly confusing for me, as I don't know where it does and does not apply precisely.
You cannot roll for Blades/Claws/Fangs during a Pulse Wave RANGE. You do not deal normal damage during Pulse Wave.
Blades/Claws/Fangs is an optional "instead of normal damage" because it says "you may." It is a choice you have if you are dealing normal damage.
To use Pulse Wave, you gave the character a RANGE. You now carry out the entirety of the RANGE action which includes a non-optional "instead of normal damage."
