Friendly character place no limitation on the ability to make ranged combat attacks (unless they are blocking LOF - which is immaterial in a PW attack).
Since we had it come up in a game last night and the PAC seemed to suggest one thing when the general thought on PW against stealth went the other.
Supposing a Pulse Waver has only 1 opposing figure in range -that character has Stealth. Pulse Wave doesn't target and ignores powers, can it pull off the Pulse Wave?

Yes...If only one (opposing) figure is in the range of the Pulse Wave attack (and no friendly figures), then Stealth or not, you get to attack ignoring team abilities, feats, and powers (but not ignoring terrain for a +1DV or a figure with SS holding a desk for +2DV) for your full damage value.
