(And that's game! Well played, you had me real worried there at times, wondering how I was going to handle some of your guys, especially after I made that mistake with Iron Fist.
Even though I didn't have anything invested in the eventual outcome, I still felt like I had to represent for Spidey or something.)
I will use some TAX to buy a feat card for my annual. "Entangle" for Sandman will cost 16 TXP (no IXP)

In the rules thread it says that there is no end-of-arc bonus roll for Annuals. Is this still true, or has this rule been changed at some point?
Where does it say that in the rules? Are you looking at the old rules thread, or at the rules which are at the start of the main thread? The ones in the main thread are the current ones and I can't see it in there. In fact it says:
"The Annual issue is treated as if it is a single issue arc. Therefore you get all the end of arc bonuses at the end of it."

I was looking here Since it is the link right at the top of the play-by-post forum, it was generally where I would turn to whenever I was unsure of a RPSC rules issue.
Under 3) Gaining Experience, the final bullet point is:
• Every character on an active roster will receive an IAP roll to represent their improvement outside of the games. This IAP will not add TAP to the team. Only a full 3 issue arc will allow for this roll, the annual will not.
I am not sure where there is a more updated version of the rules?
"It never did." agreed Spider-man, side by side with Luke, both of their backs against the brick wall behind them. At their feet lay Daredevil, Black Cat and others, depending on the two final heroes to defend them.
Their allies had thinned out the Six's numbers, but it just wasn't enough. Kraven, Mysterio, Sandman, and more were closing the the circle around them. The finishing bow could have come from any side, but surprisingly, it never did.
"They're just... standing there?"
At some unseen signal the line of criminals parted, making way for the arrival of Otto Octavius.
"Well well well, not so glib anymore, are you?" taunted the doctor. Now that the melee had passed the doctor's robotic arms made him the most powerful force on the battlefield. The confidence had clearly gone to his head, judging by the wide grin he was sporting.
"Feeling tired? Beaten, broken, humiliated?" Octopus asked rhetorically. "I expected you would. It's simple attrition. My arms were able to beat you before, but I didn't want to leave anything to chance. I know how tricky you can be."
"And I wasn't disappointed. Just when I think my Six had you cornered, you pull a small army of vigilantes out of your hat." One of Otto's tentacles made a sweeping motion, indicating the fallen forms of Iron Fist and the Punisher. "But that just means everything went according to plan. Your wild cards have been played, your strength has been sapped. You've got nowhere left to run."
Two of Octopus' arms reached forward, pincers clutching greedily at the air, eagerly anticipating closing around the neck of their enemy. Luke glared at Spider-man, silently asking why they weren't fighting back. Spider-man could still muster the energy to dodge, to scamper away up the wall and into the darkness. But if he did, there was nothing he could do for his unconscious friends. He could only hope that once Octopus had him, Felicia and the others would no longer interest them.
The metal claws were mere inches from Spider-man's throat when a blue flash of light went off, like a light bulb blowing a fuse. Everyone blinked in surprise, and before any could even speak the flash was followed by a high-pitched whine and vibration that shot cracks through half the windows on the block.
"What the...?" started Luke, as confused as everyone else.
Everyone was a little dazed, but Octopus was suffering the worst of it. His arms appeared to go into a seizure, jerking and writhing spasmodically before finally dropping limp to the ground.
"What is this?! WHAT JUST HAPPENED?!" roared Otto, pressing the full force of his willpower against his dead artificial limbs. The arms jerked and thrashed as he tried to will them back to life, but their movements were random, as likely to strike Otto or his allies as they were to attack their targets.
Spidey didn't know any better than anyone else, but he wasn't about to look a gift horse in the mouth. Scooping Felicia up over one shoulder and nabbing Daredevil in a web, Spider-man summoned the last of his strength to leap vertically, bounding straight up by two stories and climbing the rest on foot.
"Gangway!" cried Luke, taking his cue from Spider-man and charging straight through the dazed villains. Iron Fist's weight was nothing for Luke, who could carry him with one arm while sprinting down the street. Gargan and Sandman made a weak attempt to grab at him, but were more concerned with wrestling Ock's arms under control.
Somehow, amidst the confusion, the Punisher's body disappeared.
"No... NO!" Otto ranted, shaking his fists like a child throwing a tantrum. "We were so close... I was so close!"
Something had set off an electro-magnetic pulse, he realized. Otto recognized the symptoms well enough. When Electro woke up, perhaps he could trace the wave back to it's source.
Whoever or whatever had cost Octopus his victory, Otto promised that they would pay.

That's an older version of the rules. The most up to date version of the rules is at the start of the main RPSC thread where we usually have our general discussions. The latest version was mostly aimed at simplifying the rules, so lots of exceptions like that were removed.
