The current precedent is that all this stuff would be upgrades. Photon torpedoes and navigational deflectors are pretty standard equipment for Alpha Quad races, but you still have to buy them as upgrades.
True. I guess I could just see a pretty easy justification for no Photon Torpedoes on a ship...it was just commissioned and left drydock before they could be loaded, or it was coming back from a mission where it used it's last one and had to be thrust into service before they could be replaced. I don't think that makes as much sense for a Borg Cube. It's probably how they'll go, but it's not my preference.
I guess it would be easier to put the rules for them on an upgrade card though, so there's an advantage there. And you could make it a cheap enough upgrade that it wouldn't make sense to NOT include it...but then it'd have to have a penalty if applied to other ships, unless you wanted to see every Alpha quadrant ship with Adaptive Shields...the +1 BP faction penalty isn't a big hurdle on its own.

Borg Drone Token (for the Crew: Borg Collective from the (Borg/Borg Sphere))
This card explains the rules for the Borg Drone Token and serves as a reference to remind players of its effect.
A Ship Card with at least 1 Borg Drone Token assigned to it follows special rules:
1) During the End Phase, add 1 Borg Drone Token to your Ship Card (regardless of the number of Borg Drone Tokens it already has).
2) If your Ship has 1-3 Borg Drone Tokens, add +1 attack die whenever you attack a non-Borg ship and +1 defense whenever you defend against a non-Borg.
3) If your ship has 4-5 Borg Drone Tokens, there is no effect.
4) If your ship has 6 or more Borg Drone Tokens, roll 2 attack dice at the star of the activation phase. If you roll 2 hits you may remove all Borg Drone tokens on your ship. If you roll 1 hit, you may remove 1 Borg Drone token and gain an Auxillary power token. If you roll 0 hits you gain an auxillary power token and attack at -2 attack dice this turn. Ignore this rule if your Ship includes any Borg Captains or Crew. (note for this roll crits are considered to count as hits)
5) You gain the following Action:
Action: Roll 2 dice, for each hit or crit you roll discard 1 Borg Drone Token.

I think assimilating and adapting should be a large part of the Borg. Ds, I loved the Borg in the CCG, but they were hard to pull off. I instead played mirror universe/os stuff and of course, the Ferengi.
I'm sure we'll get an assimilation ability that allows you to steal upgrades from other ships, though I imagine it'll be just as easy and less hassle to simply blow up the enemy ship.

I have an even more mean idea you hit them with an assimilation token and you steal THEIR crew upgrades which you can use until the end of the game. Think about what if you could co-opt their Captain at some point.
@Elfhome a couple of reasons of my ideas. For 7 of 9, yes she was a regular drone until she got involved with Janeway and gang but the fact is the Collective "powered her up" so to speak. She became a voice for them to talk through that I think might reason a Captainship but I see it on the little ship. Your right about the generic might not be 1 point but with ones that are considered "unique" they would get some kind of trait that regular Captains have. Seeing as there are not many "faces" there would be small pickings; Borg Queen, Lore, Locutus, Hugh, 7 of 9 and like I said I thought there were a couple more. I think the fact that they have "names" should make them scarier because since they have a bit more individualism that the average drone they should be high level and OP as hell.
I don't think Borg tech should be allowed on other ships even though it happened in Voyager as mechanics wise it might be bent or broken unless there was a mechanic that every round you role on attack dice and on a crit you lose and upgrade as it is assimilated. When those are all gone, then the Capt and after that you lose the use of the ship. Sounds mean but when you play with fire....

Being a Borg fanatic myself, I hope they do have some type of Assimilation ability that is able to "collective" your opponents upgrades and Captains.
They should have extremely high hull or even a repair 2 shields each round if they aren't stressed and little to no agility (I mean they did adapt after getting shot)
As far as captain skills, I'd say their generics should be a 5 -6 but can only be used on a Borg Ship.
As far as having captains for the Borg, I see, The Queen, Lore, Locutus, and any other named ones I'm forgetting.

That would be a good compromise. I think it's a good idea for them to have.
I really like the proposed idea for the Borg's adaptive weapons, very in-character in that it meeps their opponents on their toes, always trying to counter the Borg's shifting weapon frequencies. For the Borg's adaptive shields, what about something like this?
Whenever an attack from an opposing ship causes damage to a Borg ship's shields, place an Adapted Shields token next to the attacking ship. When attacking Borg ships, any damage done is reduced by an amount equal to the number of Adapted Shields tokens next to the attacking ship, as long as the target Borg ship has at least one Active Shield token.
You would have to allow ships to remove Adapted Shields tokens somehow, probably just as an action, to represent them modifying their phasers or whathaveyou.
Another possibility for assimilation would be to have a Borg crew upgrade that is similar to other factions' "assassin" cards, but that steals the opponent's crew rather than disabling or discarding it. That would have to be fairly expensive, though.
