My 2 Cents: Based on my experience, damage reducers are the most expensive standard power in the game. Steve here gets Toughness for 4 Clicks (Special Power) but that's it. Because he has not a single printed 18 Defense, I think it allowed "room" for higher attack values. He is a Super Rare, we know those pieces always have a little extra and he's not too out of line from recent 150ish characters we've gotten. Remember, Heroclix Design is constantly evolving, at a quicker pace than I think people realize. I personally think for the better, there's less 8 attack values and 1 damage pieces. They seem to be packing more in less clicks. Speaking for myself, I like that more than longer clicks with subpar stats. I think this Steve is fine, we need to remember the storyline this is from. Last point, it took me a LONG time and lots of discussion with colleagues on here to truly realize that Point Cost =/= Character Power Level ...

This guy with the AAOU movie starter Hawkeye and black widow makes a disgusting relic free 300 point team. They get away without support powers. No pc? Try 12 attack and 20 ranged defense on all three. No ouwit? P/PB and precision strike to get through those pesky defense powers. No fliers or tk? All three have sidestep at some point and ignore hindering; not to mention the running shot or charge. If you get the chance play this team. You will not regret it.
His middle name should be Value, cuz that's what he brings, and tons of it. Great movement breakers, Great power boost to ranged figures with extra range, defense and damage to adjacent allies. If he hits first (hard not to with natural 12 att) he hands out Prob control to his mates. Oh and he has leadership (more adjacent love) and he can shut down willpwer teams not to mention the almighty power cosmic. Throw in Energy Explosion to hurt swarm teams and this guy is just value compounding value. I keep calling him Captian Amarica though...
Me and my group usually play 500 point games, nothing too meta. But this guy with the newest Agent Venom, Avengers Assembled Black Widow, Age of Ultron She-Hulk and Simmons make up a decent team thats pretty well rounded. Plus I have room for ID cards. Best pull in the set.
I would originally compare this guy to the 150 points SR Cap from the AVAS set, but after pulling and playing him, he is much better. For being as much as a team player, he's also a superb solo attacker, very, very mobile (you don't really appreciate Ignoring Hindering combined with RS/Charge combined with Sidestep combined with Indomitable on paper until you put it to work in practice), able to dish a lot of damage to both bricks and swarms and tough enough to take or avoid a lot. While obviously designed for a SHIELD team he still pulls more than his weight on Avengers or Invaders. So glad I pulled him (and Union Jack Prime) from my brick instead of any chase vehicles.
With the release of Avengers Defenders War and soon release of the What if set Steve gets a significant bump in play ability. Was looking over the new Dare Devil 035 Rare from What If set and he allows other characters within 3 squares with the S.H.I.E.L.D. to be considered adjacent, this would allow this Steve to use his shield extend to bump their defense while at the same time not being adjacent for Energy Explosion purposes- that's really cool. Perhaps we won't see much of him in the 300 format but in larger 400-600 point games this character gets more competitive.

Sadly the new Daredevil's 3 square adjacency trick is only for the SHIELD TA.
Just noticed that your right, Dare Devil's cool ability only affects characters for the SHIELD team purposes sadly. Just a bummer as being able to share ESD would be awesome!
Steve is great. I’m not the biggest fan of 150+ point pieces outside of Superman and the like. I feel they did him right for the cost though. He does have insane stats, but I can say that Steve is incredibly strong so I can accept it. I love that a lot of his cost and value come from his team support, leadership, enhancement or empower, situational prob granting, giving ESD. The sculpt, dial and powers feel like a love letter to the character at a point in his history that was one of my favourites.
Nowadays, I usually play the CAAV uncommon cap more, but this is still insanely good whenever I play it.
