The thing to keep in mind is that the Power Plant is a resource best used for forces that can make a variety of ranged attacks. You should understand your own play style before trying to use it. For myself,
I am not typically a crazy min-max, and I try not to give myself too many options to avoid "analysis paralysis" when playing, and I typically prefer in-your-grill type play, so it was hard for me to design a force to have fun with the Power Plant.

The force played very well, and it mimicked the feel of the issue I was going for: three heroes in the Fortress of Solitude trying different alien weapons to handle opposing forces. This team did use the Black Light ring, which I think you said you did not have. Follow the link to see how I used those particular rings for this force.
I've also tried the Power Plant with a swarm-y force of TDW Dark Elves (a ranged-based force that doesn't have much variety without a resource) but the results there were mixed.
My experience playing against the Power Plant is that many folks will use it to support ranged-attack alpha-strikes with some combination of ring-draining and use of a preferred ring for extra range/targets and/or Energy Explosion/Penetrating damage. You can recognize that strategy by an opponent who hangs back hoping for maximum mobility and avoidance of retaliation. Disrupting such a strategy (easiest done with map choice) can frustrate such forces.
I've never tried it but I always thought WOL041 Parallax would be good thanks to this power:
THE DEATH OF COAST CITY: When an action resolves during which a square of blocking terrain was destroyed, remove an action token from Parallax or an adjacent friendly character that shares a keyword with him.
You could potentially never have to clear Parallax if you played it right. Depending on points, add someone like Tess One (Sidestep and Improved Movement: Destroys Blocking Terrain) and you equip Parallax with every ring and he'll never have to clear. I always wanted to try it.
