@SettoDFault Why would this be only one Quake per turn? The power says that he can use Quake "at no cost", not as "a free action". If he uses Sidestep --> Quake at no cost; if he then makes a move action --> Quake at no cost. What am I missing?

GN0LAUM is correct. You can do "at no cost" more than once per turn.

On top of him having the Avengers TA wouldn't you be able to give him the staff for Giant Reach: 2?

Giving him giant reach wouldn't be that helpful because I'm pretty sure Quake only targets [i]adjacent[i] opposing characters.

Also Proteus giving +1 stats is nice but this piece really wants to stay on click 1 and Proteus may get in the way of that

Quake would hit everyone within his reach. That's a great way to clear out retaliators in the back, or give him that little bit of extra reach to really hurt someone.

If he somehow gets sidestep, does he get to attack for free again?

To further clarify on this and because I've seen this come up before, yes Quake would hit with Giants Reach, from the PAC for Giant Reach:

Wouldn't choosing sidestep still be a better option? Seeing as you can LC 11 (Avengers TA), then after knocking them back with quake, sidestep and make another attack?

Charge is still good. After you resolve the Charge, Hulk moved, so you get a free Quake. Either way, you're getting 2 attacks.
