You forgot the flavour text for Earthbound/Neutralized.
Also, that healing click ends up being risky. 5-6 will heal her 2 clicks (due to stop), give her back Willpower, and she'll be fine. 3-4 will heal her 1 click, give her back Willpower, and she'll be fine. However, 1-2 won't heal her at all, at which point the pushing damage from the DOUBLE POWER action will KO her.
That's an interesting design.
oh, sir. you just had to do it, didn't you? that sp is brilliant. so simple, so clever. conditional dmg output after not attacking really makes clearing not a chore but a giddy look towards using that sweet power oomf in rce the following turn. it's just a cool way to really showcase the natural ebb and flow of a character's output even more. I was all ready to write a glowing review - glowing - on that alone, and then you had to go an distract me with that really cool sp where ya sneak that toughness in there while your opponent's all distract by that deceptively not-soft center and she gets that sweet c-c-c-combo against any poor bots that face off against her. as if that pseudo mystics against them weren't enough

Got the EB/N taken care of. Thanks.
The regen was a last second addition, so I didn't want it to through off the point cost off, so I really limited it. 1/3 chance of KO and 2/3 chance some healing. It maybe so limited, since even if you heal, you'll have 2 action tokens and will have to survive another two rounds before she'll be back in business. But I guess it's better than nothing

really neat stuff, here. bravo
Thank you sir. When I reading Transformers #9, she has a line about needing to recharge, and it hit me to combo that with her RCE. I'm glad it passed inspection with such flying colors.

First of all, great flavour text!
With that said, I would probably add "The equipped object has the following effect:" or something similar, before the equipment effect.
044 wheeljack - magnetic power bath is my jam. limiting it to only object attacks is a smooth way to include it without the wonk and let you open it up for a double strike. burn through those objects with that double tap and deprive your opponent's bricks. I also like how you've worked kitbashing very cleanly into his sp. I like how he can get some cool boosts depending on what you used to make it out of. 'course this cuts into your power bath fuel, but decisions, decisions. also, that can catch folk off guard that weren't expecting it
024 wheeljack - let's start off with the jumper . I really dig the conditional wp, he's meant to burn rubber and the l/c adds some great visual mobility to the dial (and let's him not loose something compared to the bot since this is the mobility role). I love the randomness of his support package and how each flavor of it has its own limitations. feels lived-in but functional in a cool way. the bell curve dial design is all the neater given the functionality of sf. and man that power slide flavor text makes the quake all the cooler. I can hear the tires skidding on asphalt . also dig the shared sidestep flavor
026 jazz - huh, immediately struck by the different mechanics for his sf with the included eject. i'm curious as to what's the reasoning for this exception and would love to hear your design insight on it. let that be a lesson, kids, never gloss over shared text, miss out if you do. the kb from fb is grand, but man do I dig how he penalizes those that aren't thrownback by his jams but feel the full brunt of them, instead. the dial flow is great, including the limited range on the ppb to make vanilla attacks a viable alternative (there you go again, making cool limitations. how do you do it?!?). I love the sturdy center of the dial, especially given the top-heavy defense of the car. fun package, though you've still got enhancement in the flavor and no perplex. I like the perplex more, especially how it can dogpile on his attack nerf
041 jazz - the spacing on his perplex complements well in the spaces betwixt the partner dial's, especially as it functions for both the vanilla on the and the sound-blasting distraction. the use of pw on this dial's top and middle pairs well also with the end dial quake on the bot. lots of little touches let you know how well this package will do with the versatility of the mechanic's options available. plus, he glides so he can keep up with wheeljack. nice work
With that said, I would probably add "The equipped object has the following effect:" or something similar, before the equipment effect.
Thanks, I knew I was going to have to include that text once I read it.
I'm not sure what happened, I swear I had some text in there that said just that, but during formatting, I must have deleted it. Oops. Good catch.

It's as simple as them illustrating him transforming multiple times with a pilot then ending the change with the pilot in his hand, so I thought I'd give him a little more love since he's a low damage, support-ish character.

Ah, you must have been looking at it while I made some erratas. I changed the enhancement, first to Perplex, but then ultimately landing on Probability Control (a power lacking in the set).
As has been said before, thanks for the feedback guys. It is so welcomed and loved.

I hate when someone comments after I've posted but i'm still fussing on the dial (and they should clearly know that, obviously). don't watch the sausage being made

There is always a moment, after I've frittered over a design for an hour as a post it -- making lots of last minute changes, that I look at the dial and realize that I missed the boat on some aspect.
It almost feels like cheating when you make unsolicited changes to a dial after it's been commented on.

I think you forgot to remove a word there (italicized by me). There are also a few other grammatical issues, probably from a rewrite. I think the correct version is:
"Incapacitate, and after resolutions, hit characters modify speed -2 until your next turn."
