One of my favorite manga/anime series of all time is Yasuhiro Nitow's Kekkai Sensen, or Blood Blockade Battlefront. I've done a few dials for it before. It's a super-hero-ish story about New York City merging with an alternate dimension, but all you really need to know is that the team has an animal mascot in the form of Sonic, a monkey with super-speed. There's a great chapter where Sonic has a solo adventure with a bunch of other Sonic Speed Monkeys, all told without any dialog. It sees him get involved with a conflict in the local monkey population, before they all come together to fight a common enemy. This dial represents the combined efforts of the monkey swarm, inspired by dials like the Tribbles and Multiple Man.

I can't speak for others but the first thing I look for when evaluating these dials is do they use wording that is consistent with the current rules. My biggest recommendation if you aren't sure about the wording is to look in the units section and use similar figures as a template for the abilities you want.
For example the Super Mutant's trait refers to an event that triggers when he moves. Ka-Zar has the same trigger so we can use his rules wording and adapt it to our purpose. He also generates a bystander friend so we can use his damage power to make that clearer.
A Super Mutants Best Friend.: Prior to moving Super Mutant, Generate a Mutant Hound Bystander Token and place it within 2 Squares of that Super Mutant.

Thank you. I appreciate the critique. Your advice is really spot on and your suggestions do make it much clearer and in keeping with the way things are worded in the actual game.
Since I put it in right at the deadline I can't really change it. But what I can and will do is remake it and enter it later on down the road after I redo it and there's a prompt that it will be appropriate.

DESIGN NOTES: Much as the freedom of Round 3's 'criteria' is appreciated, and could let me do ANY Batman/Gotham character, I felt like I had to finally try to go with the month's bonus criteria, since I flat missed it first round by oversight (I forgot it was Ruler and not Politician), and simply chose to miss it Round 2 to try my hand at a modern Damian Wayne. Not many proper Rulers in Gotham, but Joker's fame as a villain even in DC's world garners him a good Celebrity keyword from time to time.
And something I wanted to try this time with Joker was a throwback to the Legacy Joker dials with their wild power combinations, even if I wasn't as chaotic with the actual combat values, and in this case a mechanic to help him turn his way to the click of his choosing whenever he's given an action token (Including the popular Incap by Batman and his allies).
I also couldn't resist my own little joke of "Wild and Wile", though I felt between four powerful perma-powers and his ability to constantly heal/hurt his way to ideal clicks should cost a fair penny, point wise, despite his inconsistency.

Design Notes: Savage Primarch, Ruler of Fenris, and Leader of the Space Wolves, I'm still pretty new to 40k, but I love Leman Russ. The Space Wolves in general are such a fun concept, and I love their design. Can't really go wrong with space vikings. I wanted to try and show the savagery of Leman Russ along with his skills as the beloved leader of his men.

It's funny how some celebrities affect us in ways we don't expect. When you get down to it, Pee Wee Herman was mostly gone after 1991. Sure, he'd show up every now and again, especially the last few years, but he never had the sheer level of prominence he held in the mid-to-late 80s ever again.
But Pee Wee meant so much to me as a little kid that I always took notice whenever Paul Reubens showed up again. There was always a little twinge of the heart strings, childhood nostalgia, no matter what character he was playing.
So yeah, when I watched Mystery Men, I immediately recognized him the moment The Spleen confidently strolled into that diner. And I nearly bust a gut laughing. This guy was gross, but the delivery of every line was on point to maximize comedic impact. Reubens may have very well been the greatest comedic character actor of his generation. And I don't think that we appreciated that enough while we had it.
The Spleen is all about noxious farts. Noxious farts empowered by a curse inflicted on him as an adolescent when he "blamed it on an old Gypsy woman who happened to be passing by. BIG - MISTAKE!". Now, his farts have the power to knock people out at incredible distance, and can even blast people away if they're forceful enough.
He, like other Mystery Men, also carried one of Dr. Heller's non-lethal weapons into the final battle against Casanova Frankenstein and his gangs. His weapon of choice was the Blamethrower, which caused those hit by it to become so preoccupied with badmouthing each other that they were completely incapable of doing anything else.
So whether you want to pelt your enemies with nasty farts or soften them up for retaliation-free attacks by your teammates, The Spleen is your guy!

So, as noted by my entries this month, both here and in the Legacy Card contest, I’m a fan of 2000AD. And while I have a Dredd dial in the works to use here, with a prompt like “ Design a dial for anything you'd like!”, I figured I would do just that.
I’m also a fan of parodies, when they’re done well. Every time I reread this story, I appreciate the subtle nuances that were written into it. It’s silly to be sure, but the writers went out of their way to pay tribute to the source material. Even so far as naming a judge, Tharg.
It’s also interesting to note, to me anyway, that this was one of my first encounters with “Judge Dredd”. So, a parody story from one of Marvel’s “Star” (for those old enough to remember those) comics opened the door to many great stories down the road.

Personally, I'm not a big Joker fan. I get he's arguably Bruce's most iconic villain, but he just doesn't do a lot for me. This dial though? This I like! It's all over the place and hard to predict, but in a way that still seems fun to play and play against. Nice work!
