Silly question, is Orko supposed to be better able to Perplex down opposing characters by the fact he could technically -1 to two different values on them? Or is that just a slight oversight?
I considered it since he is a super rare but your question made me consider accuracy. Should I lower his point value, or is it still fair?
It's still fair since there's still a lot of leeway in the Perplex to give wiggle room. Case in point if the friendly isn't going to need to use their Speed Value for an attack, they can easily -1 to Speed and not really take a penalty in the process. Though he could still possibly shave his points to 50/25 easily since normal Perplex doesn't come with a penalty AND he's Unique AND he's a Super Rare.

If the object has the MOTU symbol and is less than 4 points it may be equipped at no cost. Scrapped: When Hover Robot is KO'd place a standard heavy object in the square it occupied. Net Lasso: Incapacitate. After resolutions place the hit target in an adjacent square. Self Destruct: STOP: Pulsewave. When Hover Bot is given a non-free action after resolutions it is KO'd.

I upped the power level of the perplex (and the hindrance) and kept the points where they were considering the TA's and the re-roll trait.
