That War Machine is my big exception to this list. I've seen him get out-actioned again and again. He's the epitome of a glass cannon, heavy on the glass.
Apollo's got legs, though. He was very popular at my venue when SMWW came out, and was that set's killer uncommon in Sealed play (c.f. Weaponer of Qward, Sodam Yat, GotG Captain Marvel uncommon, etc).

Yeah he has his faults. Try backing him up with a perplex-er and a prob controller and see how he goes.
I could never understand the low rating with Prodigy as he did me well in FI. There are cheaper figures that are similar top-dial and have shorter dials because of it, but still.
As for War Machine, there are cheaper War Machines and no Indom annoys a LOT of people. He's also scary enough that he tends to be the first target of an opponent. Just my 2 cents.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????
I feel that War Machine was made to be used as a call-in with his ID card. Nothing like calling in a Running Shot Pulse Waver who can deal 4 damage. Anytime l use a figure 200 or more points and l have room for an ID Card l use War Machine.
Apollo and Prodigy are definitely solid pieces...Prodigy gets better the bigger the team...pulling tokens from higher point characters can be amazing...paired him with Kuurth during FI and had some fun pulling tokens off him...so wrong.
Apollo was amazing in sealed...actually broke Superdoom with that pulse wave, Lex helped clean up...it was crazy.

Apollo merits a much higher rating than he currently has as has been stated several times.
I guess I'm the only person that considers Ronan at 100 to be 5-stars. Crossbow and indigo battery aren't even necessary but watch out when it happens. When possessed he uses the back half the dials which few people were used to contending with. Definitely the saddest part of this years retirement. Surprised he didn't make ROC teams.
200 points is pretty expensive for a character lacking the ability to push without damaging itself (I get it). Be that as it may, WM still has a lot going for him. Flight, Improved targeting, a 7 range and three targeting bolts combined with Running Shot. Incredibly mobile and capable of targeting stealthy opponents is never a bad thing. VARIABLE THREAT RESPONSE chains nicely with his LASER TARGETING providing a great assortment of attacks with potential to reroll his attack should he miss. I’m not suggesting this Rhodey should be a 5 star character or anything, but I certainly feel he deserves better than a meager two star rating.
Nah, man. He's one of the worst figs of 2015.
"With the ability to pick any one of his attack powers — Pulse Wave, Precision Strike, Energy Explosion or Penetrating/Psychic Blast — at any time on his first several clicks, he looks really good on paper.
On an actual map, though? Not so much. Here’s why:
He’s got just 17 DV
with a single click of Impervious
no Indomitable
and just 7 range.
That means he’s going to be easily based by enemy tie-up, making his Energy Shield/Deflection trait utterly useless.
Worse still, when thus based, his range powers are almost completely shut down because he lacks Sharpshooter.
So, realistically, he’s going to get a single shot with his SP granting Prob Control when he targets multiples. Then he gets based, utterly out-actioned and ends up being a 200-point gift for your opponent."
I wrote it late last year and I stand by it. He'd be a 3-star fig with any ONE of those deficiencies addressed: his cost, his DV, his missing or . But fixing any of them either bloats him worse or keeps him from using his strongest asset, Pulse Wave. So no...not underrated.

You guys, I’m super serious, how? Maybe it’s the limited leadership. I mean it only works on a roll of 6, right? But wait; when it does work, I can remove a token from any other character on my force. Nah, that can’t be it. Ah-ha! I got it, it’s that he can potentially deals up to 6 damage with a single attack… hold up, 6 damage from a 75 point character is pretty tremendous. Maybe players don’t like that he can fly and carry others about… alright, this getting down right silly. This guy is easily a 3 star character in my book.
Where are you getting 6 damage from? He's only dealing 5 with a heavy barring Perplex. But here's the real skinny:
"The booby prize of many a Fear Itself booster. Though his “Flawed Leadership” could work at times, and his first click is OK, he’s practically done after just one click of damage [losing his Invuln.] and totally useless as anything other than a meat shield after two. Really not worth running for the 75 points; there are nearly a hundred better choices for the exact cost in Modern Age alone. I’m pretty sure the word “prodigy” means like the complete opposite of this piece."
I wrote it in January 2014 and stand by it now. Bet there are STILL 100 better choices for the same price.
But you're not totally wrong.

A 200-pointer with his own built-in Prob shouldn't need this sort of help. He's trash.

This exactly. He's very good offensively, but lacking some "common" aspects of a 200 point figure is his downfall. With his defensive frailties and lack of Indom, he should be a 150 point figure... offensively, he's a good 200 point figure (sans the Indom). If they had made it an 18-19 DV on one or more of the first clicks and gave him Indom, I could see him as a solid 200 point figure.
As a side note, he is almost completely shut down by a simple Green Battery. I didn't realize this until after my last tournament when I faced 2 of these with my Green Battery, of course (my biggest downfall with it, as I keep forgetting to pay attention to the ES), but since it requires a free action to activate the power, he can't use it with RS.

To note, I don't entirely disagree with this... I got annoyed to pull one (or more) in most tournaments simply because I had pulled a good 10 by the end of it. However, the figure itself is not horrible for 75 points, at least on the top dial. He's a 2-trick pony that will rarely pull off his second trick (Leadership), but when he can deal 5 damage with Charge (more than most figures of his point level in that set... in fact, only the Asgardian Troll could do as much damage with a Charge Hammer), it's something to take notice of.
In fact, after sorting by point cost, he's the cheapest one with Charge that could deal that much damage, followed by Captain America at 88 points (scenario pack, not legal in sealed), Loki at 100 (LE, not legal in sealed, also only getting that option with Blades), and Raizo at 104 (also only getting that possibility with Blades). The next cheapest figure that was possible to get in sealed that could do that much damage regularly was Titania at 105 (30 points more and no flight, but 1 more point of damage).
In sealed, the first click is one of the main things that are guaranteed (as opposed to Constructed where you can design a team to get to certain clicks if need be)... I think that's the biggest reason that Prodigy was seen as decent/good in FI, but crap in constructed (as there are cheaper figures with Charge and SStr with the same or higher damage values). I'm keeping one with my Initiative team (along with Speedball... he's got so much potential and I've seen it come out only once), but I don't expect a ton out of him, either.
