I was faced with the task of discovering a team that can be ran around or up too 400 points. That is a stall deck and cannot be killed and allow the other team to get points.

also the sloth relic and Angrir's Hammer provide extra healing. have fun
First turn - put decoy on him. +1 to combat values (except damage) from the ring. -2 to AV for your opponent who targets him.
OMA - unless they kill him, or the battery, they score zero.
Several clicks where you can either add RS to him (where he's missing it) or add Pen/PB or PW to him (again, where he's missing it). Second half of dial you can make opponents take pushing damage.
Free regens are nice too.
Use the Stop Sign if you want to Outwit HSS or RS, or just use the Decoy to make him more slippery. And you can use power actions to upgrade the Mallet to higher cost items, helping you reach the good clicks on the battery where you boost his combat values even more.
